Can a commander block a retirement to keep an enlisted man for admin discharge?

Answer
Typically the answer is yes.  Without specifics I can't give you a better answer except to say that the first General Officer in a chain of command can usually choose between competing actions (chapter, retirement, med board) and pick whichever he feels is better given that particular situation.

I am currently an active duty Army Captain in the Military Police Field. I have been enlisted (Military Intelligence) and attended The United States Military Academy at West Point.
