My daughter is in the first stages of trying to join the navy, she had voluntarily entered rehab a little over a year ago, not court ordered, no arrests ever, just getting a little out of hand with alcohol/weed and thought she needed it......she has a bankruptcy so we know that disqualifies her for anything needing any kind of security clearance, should she even divulge the rehab issue?

Yes.  She will need a waiver to join, but she'll get in.  She should wait a few weeks though.  All the recruiters are given new quotas for waivers on Oct. 1st.  Right now all the waivers are gone.  Never lie to them or try to hide it.  It's better to get a waiver which says they know about her problems, but are willing to forgive them.
