Question
I am a MC(Mass Communication's Specialist-previously PH) in the USN. I am
serving a four year term and one year extension. Recently, I have seen a few
of my fellow MC's cancell their extensions(for "furthering education").  My rate
is severarly overmanned and I will never see a SRB. Under Milpersman
1910-108 it looks like I can(I found it on the internet) but my career
counselor is telling me otherwise. What's the truth on the matter? Do I really
have a shot?

Hi Laura,

You've answered your own question. As you point out, MILPERSMAN 1910-108 authorizes early release for education.

The only two questions are:

(1) Will your commanding officer approve it (for requests of release less than 90 days early) or;

(2) Will Navy Personnel Command approve it (for requests of release more than 90 days).

My advice is to point out the MILPERSMAN authorization to your career counselor and ask for an explanation of why you would not be eligible. If you do not agree with the explanation, use your chain of command to address the issue (ie, first see your section supervisor, then ask to see your Command Master Chief).
