Answer
Hi Paula,

"Fiances" are not military dependents, and -- as such -- the U.S. Military isn't sponsoring your travel to Germany. In other words, officially, you're traveling as a tourist. As such, you don't require a medical clearance.

Now, if you were his spouse, and traveling to Germany on Military Orders (at Military Expense), you would need a medical clearance. The examination/clearance would be accomplished at your closest Military Base, and the "paperwork" would be obtained there.

Do you plan to marry your fiance while in Germany? If so, after you're married, in order to be "command sponsored," (i.e., have you recognized as officially being there, sponsored by the Military), your husband would have to request to change his current overseas tour from "unaccompanied" to "accompanied." This would require him to extend (stay longer) in Germany (an additional year), and as part of the process you would undergo a medical exam and clearance (at the hospital at his base), before the command sponsorship is approved.
