QUESTION: Please note that my brother's personnel records only indicate that his job was "secret" onboard a guided missile destroyer and it also says "prp". I think prp stands for portsmouth port in virginia. What does it mean when the Navy only tells you that your brother's job was "secret" and tells you nothing more than that?

 It's going to depend on what kind of record you are looking at.  There is no such thing as 'secret' jobs in the military.  He could have had a secret CLEARANCE, but not a 'secret' job.  PRP stands for "Personnel Reliability Program", which everyone who holds a security clearance or a sensitive job, is in.  Basically it tracks peoples credit, criminal and other types of history to ensure they are doing things they aren't supposed to do while holding a clearance and flags their records if they do, for further investigation.

 Why don't you just simply ask your brother what he did/does in the Navy?

QUESTION: My brother died in 1982. The first story I heard was that he jumped into a lake on vacation and the water was too shallow so he broke his neck, in Norfolk naval station in virginia. Now they tell me that he accidentally fell into the shallow water while playing with his friends and now the ship, USS CONYNGHAM, was assigned to portsmouth naval station in virginia. By the way, what type of jobs would require a security clearance. I am sure if he was just an electrician, like he told me, he would not require CLEARANCE, like a Navy Seal or Seabee would.

 My condolences.  Many jobs (including Electricians Mate) require a clearance, not just SEALS and such.  An EM rate would need one to go into classified areas and such to do work.  EM's work all over the ship because the entire ship has electrical stuff in every workspace.
