I served 4 years active 95-99 in the Marine Corps. When you do the 4 years inactive, and technically in a 8 year bid, could you still rate metals or ribbons? Is there a website you can take a look at to see what i might rate?

No, unless you are a drilling reservist (the one day IRR drills don't count) you don't rate awards for IRR time. HQMC does have an awards site where you can check to see what you might rate from your time in; several awards have been approved for things you might have done (such as service in Korea) that are retroactive, and you'd rate those. To get them, however, is a long and sometimes drawn out process; you'll have to submit a request for correction to your DD214, known as a DD215, and basically wait. For the KDSM, you'd have to provide proof you rate the medal/award, just like any other award. You can request your records here:
