Question
I was discharged in November of 2005 with an HRB1(Homosexual addmissions) and code of RE-C3. Am I still able to request a waiver?

An RE Code of "3," means a waiver is possible.
However, in the case of homosexual admissions, a waiver is very unlikely.
The "Don't Ask, Don't Tell" law prohibits homosexual conduct while a member of the military. The term "homosexual conduct" includes telling others that you are homosexual or bi-sexual.
In order for a waiver to even be considered, you would have to convince the waiver approval authorities (for the service you are trying to join), that there is no possible way you would engage in homosexual conduct (including talking about your sexual preference) during future military service.
