can you cross from active duty navy to coast guard

Yes, you can cross from one active duty military to another. Each branch has their own set of rules. Crossing from the Army to Air Force, for example, may require the loss of rank, or time in grade.
You would have to contact a recruiter in the branch you are seeking (the Coast Guard, in your case) to find out specific details about transferring.
