i have a friend in the navy that has been at a naval  base for 3 yrs in january what r the chances that he will get orders to leave in january to go to a base like norfolk that has the ship.

Most services can move a service member after 24 months on station.  However,  any service member's situation is unique.  I have stayed places for six years (three different jobs) and left places after 10 months (promotion required a different job).  If the sailor in question likes where he is, he can often work a deal to stay on station longer.  If he dislikes where he is, he can request a transfer.
