I have a friend who is comtemplating resigning his commission in the AF Reserve for a variety of personal reasons.  What are the consequences of this decision?  I would like to help him, but didn't know what to tell him.

I'm afraid there's not enough information for me to render an opinion.

Commissioned officers incur a minimum service committment, based on several factors, including their method of commission and their training program.

For example, everyone who joins the Air Force Reserves incurs a total service commitment of 8 years. I fyour friend doesn't have a total of eight years, he/she can request to resign his/her commission, and (if the resignation is accepted), then he/she can still be called to service as an enlisted member, up to the 8 year mark. However, if there is still a commitment, it's more likely that the resignation request simply won't be approved.
