Honorable Discharge
I have been told that I need a waiver to re-enlist. Where should I begin the process. Some of the recruiter I have spoken to in the past did not seem very interested in assisting me. I know they have no obligation to, but would like the opportunity to complete something I started. Please, if there are any questions or more info that you need, let me know. Any help is greatly appreciated.

  If that RE code is what I think it is, you are in-elegible to re-enlist without getting it upgraded.   You'll need to work on that, first.  

  If you were/are a Marine, then here is what you need to do:

Send a dd149 to BCNR for there review. You can get a dd 149 from their site.  (http://www.hq.navy.mil/bcnr/bcnr.htm)
4. Contact the Discharge Review Board. You would have to fill out a DD243.  You can contact them at this site.                                                    Navy and USMC

This is to get your RE code changed, since you have an honorable.  Be advised, they look at EVERYTHING you've done since you got out, as well as your service record from when you were in.   The chances of that getting changed, without you proving you no longer have that issue (doctors, groups, etc etc) is very slim.

Intelligence Specialist: MOS 0231 10 years working as an Intelligence Analyst with a Fixed Wing Fighter Squadron, Force Service Support Group, and at Headquarters, Marine Corps. Field Radio Operator: MOS 2531. Served as a Platoon Sergeant in a Communications Platoon assigned to MEU Service Support Group 24 (Special Operations Capable). Did a hitch in the Army reserves as an 11B (Infantryman), 3 years. Finished out my career in the Air National Guard as a BioEnvironmental Engineer MOS 4B3X1, did that for a few years. I"ve been collecting and selling Marine Corps and other military uniforms, medals, and field gear since I was 8 years old.
