-----Answer-----
May I ask why you do not have hospice?  Had problems in the past with them doing their job so we just do not use them

Answer
If you go to the NHPCO web site you will find all the guideline you need for end of life care. I have been a hospice nurse for 12 years, we something make mistakes but as a whole hospice is a great organization. I hope you either have another hospice in your area or plan to start your own. It seems you are trying to re-invent the wheel. The laws governing hospice care are different than for home health and most non-hospice end of life programs. I am very sorry you had a bad experience or maybe dealt with a lousy company, but please don't judge all hospices as not being willing to do their jobs. Good luck to you and your organization. I have always wanted to start a hospice from the ground  floor, maybe you can.
