QUESTION: Ok I'm thinking about doing photography on the side. Just for a few hours like 12-4 or 5-7 something like that(very little hours). So for me to do this is there anything I need to know? (like law stuff and forums anything like that)

It's tough to answer what your are asking.  Successful photographers (commercial) do it full time. They have a specific niche that they shoot.  If you are interested in learning more about commercial photography you might try looking at the APAnational.com website or ASMP in your local area.
