Careers: Photography/lighting affects

Question
i was wondering what i have to do, to get the affect of a stream of
light, let's say for instance i'm taking a picture looking down a
street.. how do i make it so that the cars going by leaves streams of
light, but the buildings are just the same.

Answer
This is easy to answer. Use a tripod, set your shutter speed for the longest setting you can. Adjust the diaphragm (f Stop) to properly expose the picture. Snap the shutter, you may wish to experiment with various speeds, including the time-exposure setting, to get the effect you're striving for. If you are using a programmed camera, or an inexpensive point-n-shoot you may not be able to slow the shutter enough. Needless to say, you will not be using the flash.
