Are there any Federal Rules that mandate the duties an officer can perform until they have completed training at an Academy?

Hi Debbie,

There are no Federal Rules that mandate Officer duties at all either during or after the Academy. Police Officers standards and rules are set on a state by state basis unless you are talking about a Federal Officer (FBI, DEA, etc...) but even those have none prior to graduating the academy.

In the State of Florida for instance, there is a thing called a TEA (Temporary Employment Authorization) that allows a person to be hired as and work as a police officer even before they go through the police academy. The can make arrest and carry a gun and such but have to enter and complete the academy in a set time (Less than a year) from the date of hire. It is used very very rarely because of the liability it would place the department in. Can you imagine someone not trained yet making a an arrest or shooting someone? It is used mostly for prior officers whose certification has expired, or out of state officers going through training.

But each state is different and the feds are very strict. You are NOT an agent until you have graduated and been given that badge and gun to carry.

I have been training police officers since 1993 and have trained them in all aspects of law enforcement, including firearms, Driving and legal subjects including patrol techniques and others and training all over the world. I have trained over 5000 officers worldwide in the last 16 years of training.
