do you have to have a criminal justice degree in order to get promoted?

Hello Koehler,
The short answer to your question, is NO.
For most city, county and state law enforcement jobs, and ranks, only HS or GED is required.
That said, it also stands to reason, that when promotions come around, they are very competitive. Therefore, "ceteris paribus" (all other things being equal) it would make sense, that s/he with the most and best ksa's will enhance their probabilities.
Absent a degree, it would be very worthwhile, to study written and oral communications.
Also, for many mid to large size agencies, there is kind of an expectation, that higher education is the way to proceed.
And, "criminal justice" degree although helpful, is not the only discipline that is of value.
Keep in mind, that no matter what field you concentrate in at college, the first 2 years of lower division under graduate stuff is all the same.
Also, consider a community college for those first 2 years, as the cost is more favorable. Just make sure that what you take in a community college, will transfer to a 4 year school.
My personal preference, is to go for a double major, no minor.
The difference is maybe 3-4 classes??.
That gives you equal strength in two fields. In the real world, you'll never be asked what you minored in at college.
But, that's just my opinion.
I would also go for two majors that compliment each other, like: marketing/finance, English/speech, political science/pre-law, criminal justice/sociology, etc.
Even a Business degree is helpful in law enforcement.
About any field of choice, prepares you for concentrated study, comparative analysis, written and oral communication, reporting, research et al.
On top of all that, distinguishing yourself at your current position, and assignment will weigh heavy at promotion time. Also, what law enforcement subjects specific will also come into play. There are a long lists of In-service training subjects, independent study, formal classes and schools, and so on, that are professionally oriented, rather than college based.
