hi im still in middle school, but i want to know what it will take to be a animal
police officer in Houston. I have been watching their hour long shows that they
show on animal planet, and i want to help all the animals in pain like that it is so
not fair. so my question is what college degrees i need to join and help out

So, it looks to me that you would need both some type of animal related work experience (volunteering there would probably qualify for that if you did it long enough, or a degree of some sort in a related field) in addition to having law enforcement experience.  I'd go to the site and ask for more information from them directly and they will get you started.
