I really don't know what the test standards are for New Orleans. But, maybe I can give you some ideas that may help you do an assessment in order to make an informed decision for yourself.
You are encouraged to either go up on the NOPD web site for hire information, or contact the HR there.
You'll want to find out what attrition rate is, as that is an indicator of officer/job/satisfaction. You'll want to know what the new hire pay is, and what the entry level top out pay is. You'll want to review their labor contract with their labor organization. You'll want to know what benefit coverage there is you the officer, and family.
In your research, try to inquire in that general area of the country, and do a comparison of relevant issues...as you see them.
Most local police agencies require only a HS or GED diploma for entry level.
There are some progressive agencies around the country that require varying amounts of college. I doubt NO is one of them.
Along with a history of low pay, in a comparative review, there has been a past culture of corruption in that area of the country. This is not to suggest that this area is more/less corrupt than any where else, but there does exist a definitive history there.
Often times, low pay tends to exacerbate corruption issues.
The second part of your question I assume you are talking about YOU, not me.
Typically, an agency will want clean criminal history, no drugs, no alcohol abuse, no financial issues that could be a danger signal, no pattern of bad driving record, no domestic violence etc.
Most of these answers you can get specifically from the NOPD, or the state certification body, usually referred to as POST (police officer's standards and training).
