I wish I could say with absolute certainty, what the exact preconditions of employment in the state of Georgia are.
But, as you might suspect, I do not have those specifics.
First, I would encourage you to contact some sources in Georgia, and pose the question. You should consider the state P.O.S.T (police officers standards and training) or whatever they call their state certification and training organization.
You might consider asking a few police/labor organization leadership persons as well.
Think about communicating with a few of the state's local agencies' personnel or human resource reps.
Check any on-line sites for agencies in Georgia.
I would inquire with the state Atty General, to ascertain the legal issues, and separate them from the administrative.
And, take some honest personal inventory. Is your driving record clean? Do you have any unreasonable debt issues? Any domestic violence matters? any civil litigation? any depositions, that may evolve into something more serious?
And, can you pass a polygraph on fundamental integrity?
Remember, they want honesty, maturity, potential, and character.
If you have "issues" that require an answer..have that answer well thought out, and prepare for the question. Try not to sound canned, but frame it in the best light, and still be well within the parameters of truthfulness.
The smoking MJ is at the least, poor judgement...but also, an experience in "youthful indiscretion", peer pressure and immaturity. It was a long time ago, and has no bearing on who and what you are today...right?!
Now, ceteris paribus, you should not be excluded from consideration for that errant choice of youthful conduct.

During challenging economic times, all government jobs are sought after, and the competition is keen.
Figure that 10% or less will get to the academy.
Lots of former military veterans, lots of candidates with college, or other relevant skill sets, are all going after it.
And, the physical fitness for a 35 year old is a bit different than a 24 year old. Hand and upper body strength, and stamina...To be an attractive candidate, it's about who can pony up the best/most "stuff" as an applicant.
