Careers: Police/Ethical Question

I'm not sure if would be able to help me with this question as it is in regards to one of my college course. The question is:

"Evaluate the ethical standards employed by the administrator to esolve ethical concerns addressed in the performance of duties."

I am completely drawing a blank on how to answer this.  Any help or advise would be greatly appreciated!

Ashlyn, beyond the ill conceived flow of the question, I think what they are looking for is what the department of agency has in place to monitor the performance of officers in regard to their actions in the field and elsewhere.  Most agencies have a policy and procedures manual that outlines specific duties and those actions which are not condoned such as racial profiling, derogatory statements, ticket quotas, etc Presumably, ethical standards might equate with internal investigations units which look into unethical practices. Take the slogan "To protect and serve"...nice thought...but to what lengths does a department go to assure this is what happens...are all people protected equally...rich and poor...gated community and barrio?  Is there a civilian review board to look into police complaints...are there camcorders mounted in patrol unit dashboards.  You get the drift
