QUESTION: in 1995 new Orleans la. was arrested for no proof of insurance. spent the night in jail.bonded out. this has come up now in 2009 after receiving a speeding ticket in a school zone.can you tell me the city of new Orleans has exceeded the time limit on this offense. or do i have to prove even after Katrina that i met all obligations in regard to this matter.

   I'm not sure exactly what your asking. I'm assuming you were arrested in 2009 for a failure to appear on the no insurance ticket from 1995? If that is the case there is no statute of limitations on a FTA warrant. Correct me if I'm wrong on what happened?

QUESTION: No rearrest just a speeding ticket now the city of new Orleans says the 1995
fines were unpaid

Answer
I  would think they would be able to collect back owed fines. They may have the power to suspend your license if you don't pay them. If it were me I'd just pay them and put it behind me. Taht is unless you can prove you already paid them. I would think it would cost way more to hire an attorney to fight it.
