Dear Sir,

I'm sending you to help or advice me. I have a Kuwait friend, who doesn't speak English. So I just wanted to help him.
  His story is that: one member of his big family is lost since 1996. He (the lost one) was heading USA for education. They believe he was going to USA to continue his study and education.
  They don't know where he is now, because he didn't contact them since that time. They don't have any information about him since that time. They don't have his passport number or any documented evidence that could direct them. They have his pictures and family pictures.
  All they want is; to know where he is now!! Is he in USA or other country or lost. So, they want me to help them. And I want you to help me find him? His name is (Hassan hussain Al-failakawe), Kuwaiti nationality.
  If you can tell; please give us an advice or a direction for that process. Please tell me.

You need to contact the Kuwait Embassy in Washington DC and report this. It is not something I can help you with myself, but they may be able to help you and direct you to the right place.

I am a 30+ year veteran police officer, I am currently the Police Academy Commander of an Academy in North FLorida. I have been training police officers since 1993 and have trained them in all aspects of law enforcement, including firearms, Driving and legal subjects including patrol techniques and others and training all over the world. I have trained over 5000 officers worldwide in the last 16 years of training.
