Answer
Hello Josh,
You can pose your questions on citizenship, to US Immigration (INS) or the US State Department.
On your SWAT question, I would like to invite you to review several of past Q&A on this site, as what you ask comes up often.
SWAT is a subdivision of a law enforcement agency. You will have to get hired first, on the agency you are interested in. You need to hire on at the entry level first. Go through their academy, and other learning requirements, like field training ops etc.
You need to distinguish yourself at the entry level position, and be off probation to even be eligible to compete for a specialized position like SWAT.
Then, that competition gets pretty spirited. It comes down to which candidates has the best/most "KSA's" (knowledge-skills-abilities) to pony up.
Hope this is helpful.
Good Luck,
loren
