Answer
William:

Short answer?  You can't.  There are none.  Noone 'starts out' in SWAT it requires years of regular police experience to get accepted into a SWAT team.

You might check USA jobs for federal departments in the area that are hiring, most of them have SRT/SWAT teams, including Fort Detrick which is near you.  They are the exception to that rule, above.  However, without prior military experience, your chances will be very slim indeed to get hired by the Federal Gov't.
