QUESTION: Would local police do in the United States, when they are informed by civilian, that a US citizen who lives close to the police station, is wanted by the Russian government for fraud and that there is an Interpol Red notice out for him and is made available to the pubic at http://www.interpol.int/Public/Wanted/Search/Form.asp.  There are no arrested warrants issued in the United States for him and has never been in trouble with the law in the United States.  That is what National Crime Information Center (NCIC) says.  He is only in trouble with the law in Russia.

I am guessing this is in relation to your last question. Local police would not handle an Interpol Notice, the US State Department would notify the FBI and they or the US Marshals would handle it. Local police have no authority to arrest or detain on non-US warrants.

QUESTION: Would the local police notify the FBI and the US Marshals and the US State Department in this case yes or no?  

How can a US national who lives in the United States, find out if he is wanted in Russia for a crime?  

Would law enforcement in the United States look this up if the US citizen makes a request to do so?  

If the FBI and or the US Marshals will arrested him he would voluntary surrender himself to the FBI and or the US Marshals.  If the United States will not extradite him he would like to know that and if there is arrested warrant issued by Russia, he knows not to leave the United States.   He does not want to make the same mistake that France film maker Roman Polanski did by going to Switzerland who could Extradited him back the United States.  

Only a very small proportion of Interpol's "red notices" are made public. The country making the request, in this case Russia, can ask for the matter to be kept out of the public eye.  The person would not know until he is arrested by police in the United States or another country such as Canada.

Local police do not deal with Interpol at all. Only Federal Law Enforcement. If a person wants to check on themselves, they can call the FBI or US Marshals Office.

As for the rest, its up to the Federal Agency that is notified as to what they would do with the person.
