Answer
Lorraine:

Any college, realistically, will work.  First, try hitting their website, no doubt they have one.  Do they even require a degree?  Do you live in NYC, or just want to move there after being hired?   Here is the link for what you are looking for, I believe:

http://www.aspca.org/fight-animal-cruelty/animal-precinct/become-an-hle-officer.

From their website:

"When preparing for a career in Humane Law Enforcement, your choice of schooling is really up to you. Prior experience as a police officer, park ranger, or peace officer may help make you a more attractive candidate. Many states offer specific training for humane law enforcement. In addition, classes in criminology and animal sciences will also complement a career as an HLE officer."

I couldn't have said it better myself.
