My fiance is due for his background check within the next week. I know bad credit will get you disqualified, but he has no credit. Has never owed any company or anyone money. Will this disqualify him?

There is no requirement to have credit accounts established to be a police officer.  If he has any other debts, depending on his loan history, then, it could  be a factor.  Most people probably would envy your finance's lack of debt!
