Hi I really really really want to be a police officer and I wanted to know that is there anywhere in the US where I can be 19 and be a police officer.

Ally, I don't believe there is any jurisdiction that will employ anyone as a police officer unless they are 21 at time of graduation from their respective academy.  What you can do is join an explorer program that is a fast track to becoming a police officer for most departments.  You should check with a department that interests you and see if they have such a program.
