Are there templates out there that I could use when dealing with a domestic violence situations?

I don't know about a "template", as every situation is different in one way or another.
And, I don't know what you mean about "dealing" with them. If you are a police officer, and first responder, there are a number of places you can derive relevant information on the subject.
Prosecutor's office
Public defender's office
City or county family counseling services
State Attorney's office
Court appointed advocates
Anger management advisers
State P.O.S.T for related lesson plans/handouts
State R.I.S.S project coordinator
School District on domestic affairs
College/Universities
I.A.C.P. research center
U.S Bureau of Justice affairs, training coordinator
etc.etc.
This should give you some worthwhile places to look for what you are interested in.
