how to manage the naughty students

Answer
I suspect that there is no way that I can help you with this since our cultures are so different. A lot depends on the expectations of the society, of the school and of the family.
From my perspective the most important factor is for the teacher to have earned the respect of the students rather than having "respect" imposed from above [which isn't respect at all, but is fear!].
Suggestions!
1. Call on individual students by name.
2. Make sure that what you are teaching actually has value.
3. Communicate the value of what you are teaching to the students.
4. Have the students be involved in the learning process rather than as passive listeners.
There is no magic bullet!
