Question
Can you buy a last minute deal the day the ship sails?
I have heard of people buying a cruise the day of sailing, when the ship is not fully booked.

Answer
Patricia,

Before 9-11, you could bring your bags and go to the port and if room, get a discount and board the ship.

Since 9-11 you can no longer do this.  The ships must send a list of all passengers to immigration and in for a security check.

You can still book as soon as 2 weeks out and if you're a frequent cruiser may be able to even book a week in advance, but no more on the day of embarkation.
