Question
Who decides and what is the process to assign a topic to a Patron Saint? Can anyone offer suggestions or requests for a topic assignment to a Saint?

Answer
Essentially, it is a matter of Tradition rather than designation.  For example, the Fourteen Auxiliary Saints (St. Christopher, St. Vitus, etc.) and the purposes for which their intercession is called upon go back to the early centuries of the Church.
