Is it true that Lucifer once controlled Earth and that God had given it to him to
preside over?

Answer
No.
Satan [Lucifer]tries through lies and seduction and deceit to lead humans away from the path of godly righteousness.
The boast of the Devil in Mt 4:9 that he controls the kingdoms of the earth is really a lie of empty boasting and attempted deception.
God alone is the almighty Creator, Who permits the activity of the fallen angels but also gives to humans the grace to do what is right.
