Question
if a person decides to convert to RC and they had been previously baptized in another faith, is that baptism recognized or are they re-baptized?

Answer
It depends what the "other faith" is.  Generally, mainline Protestant denominations' baptisms are valid, although certain rites may have to be supplied.  You also have to make the Abjuration from Heresy before witnesses.  You should take up the details with your local traditional Catholic priest.  If you do not have one, see the geographical listing at www.traditio.com/nat.htm.
