Question
I would like to know how a Roman Catholic individual is designated as a "theologian" and by whom.  Are there some people who just use the designation without being entitled to it, and if so, how does a lay person tell the difference?  Thank you very much.

Within the Church, some universities have the right [granted by the Holy See] to grant a theological degree.
In Europe, the usual degree that allows a person to teach theology in seminaries and other Catholic universities is called a License in Sacred Theology.  The license refers to the credentials to teach; it is similar to the Masters in American terminology.
Many Catholic colleges/universities grant a degree of masters in theology.
If someone claims to be a Catholic theologian, one can find out the basis on which the claim is made.  To be approved to teach theology in a Catholic college/university, one is supposed to have approval by the local bishop.
Sorry to be somewhat vague, but the situation is not always completely clear.
