Question Have there been drastic changes in the Rule of the allegedly "discalced" men's Orders? Have read Rule which stated:"Shoes are forbidden by the Rule and may be wron only in case of necessity for these sandals are substituted and the feet are bre (sic)" And: no friar shall wear shoes without urgent necessity. Obviously this would be moderated by weather, etc.,but one sees most friars shod most times. A nun who blogs refers to them as the "disdiscalced" (google). Are sandals only "required" at certain times? Are they "required" at all? Are there great differences between the various Orders and Provinces? Attended a friar run school in the 50's and the friars wore sandals except outdoors in very inclement weather. Just wondering why the change.

It varies from Order to Order, in some cases perhaps between even Provinces. The are Franciscan friars are not a discalced order to the best of my knowledge. However I believe all Poor Clares were at one time and some branches still are.
As for the reason for the change, there are probly some good reason(s) but I don't them.
Here some humor: I have a book title: Men in Sandles. It was written in the 1950's but a Discalced Carmelite. He wrote during his first two years of formation and shared of his experiances of that time. Appearantly the editor was sleeping when he edited the title page-lol. Maybe the writer was a sleep when they explain why they go bare foot.
I met the author in 1988, he told me still gets "teased" abit about by close friends.
