Is there or has there ever been a Catholic Church policy/doctrine that no longer required healthy catholics over the age of 70 yrs old to attend weekly mass?

Answer
Of course not.  Assisting at the Holy Sacrifice of the Mass each Sunday is the least a Catholic can do to adore his God, thank Him, repair for sin, and ask for assistance.  All Catholis should love God so much that he can't wait to spend time with his Creator and Redeemer.
