Question
Father,
In the province of Ilocos Sur in the Philippines, the churches now are ran by Diocesan priests who have established mandatory tithing to their parish. If parishioners have not paid their dues, won't be able to avail of the services of the church. ie. baptism, marriage..
Is this Christian and how should Catholics in the area tackle this?

Answer
Tithing per se has not been imposed universally in the Catholic Church.  However, the Sixth Precept of the Church requires that Catholics contribute to the support of the Church.  This is an obligation in justice.  Unfortunately, too many people seem to find any excuse to spend money on unnecessary items that are secondary to this obligation.

Perhaps the sites in question are trying to jolt the congregation into a realization of its serious obligation.  If you are concerned, you might try to get some information on what the financial needs of the site are and whether they are currently being met.  In many areas because those receiving the benefits of a site are not adequately contributing to its support, the site has been shut down.
