Question
It is stated in bible that the granting of miracles was given
by God only to the 12 apostles that any present day miracles
like Fatima was not sanctioned by God. Is this true?

Answer
I am not sure to which biblical passage[s] you refer in saying that miracles are only for the 12 apostles.
While all miracles are of God, many examples of wonderous cures [beyond human explanation] have taken place in many places in many centuries by God, often through the intercession of people declared Saints by the Church.  I know of no reason to deny the miraculous nature of such events.  I think especially of the wonderous cures that have taken place at Lourdes, where medical authorities have studied these cures and were not able to find a natural explanation for them.
So, my conclusion is that God is not limited in time or space to His miraculous intervention.  Many cures have occurred which seem to require a divine intervention.
