At our Catholic Church in Sharjah, United Arab Emirates, we have 3-4 priests. During the Holy Mass, we see Sacristans opening the Tabernacle to arrange distribution of Holy Communion, and after distribution closing placing hosts back and closing it, even when the priest is present in the Altar.

Is it allowed for Sacristans to do so? Awaiting your earliest answer.

What you are describing is neither a "Catholic Church" nor a "Holy Mass," but the unCatholic and invalid New Order service, which is based on Protestant models.  You should withdraw from such a place and find a real Catholic Church.  Consult the Official Traditional Catholic Directory at www.traditio.com/nat.htm, in the chapter, "Masses outside North America."
