QUESTION: If one steals something and confesses it, and the Priest says that you don't have to make restitution, like paying what you stole for, will we be truly forgiven and not go to hell even if we never make restitution and even keep the stolen goods? What about if we download media illegally or lie in taxes to get more money back? People have told me that whatever direction or advice the Priest tells you is accepted by God. Is this true?

So long as you dont obey commands that don't conflict with the moral law of God. He may direct you make restitution in a way that does no harm to innocent people.

QUESTION: so for instance, he tells me not to make restitution of when I shoplifted and so is it right of me to follow his directives or should I follow my conscience and pay the money any ways?

Generally, I would follow his directions. Perhaps, he knows things you don't. Such as if made public restitution would lead to scandle or cause undo harm to you or innocent persons. If not sure, perhap ask him questions to better understand instructions and why he gave them.
