Question
i went to a Novus Ordo Bible Study a while back and i was told i didn't need to pay for it because i did not have the money. shortly before i left, i was able to get the money, but by then because it was low quality. the cost waas 20$ They don't seem to be concerned about wether or not i pay (this is part of the parish culture)
Should i pay?

As it happened, you were spared spending your money on something that is associated with the unCatholic New Order.  You should find a traditional Catholic site.  There is a geographical list at www.traditio.com/nat.htm.

If you need access to a Bible and can't afford one, check at your public library for the Douay-Rheims edition.  It is a Catholic English rendering of the original, published around the same time as the King James version.  The Douay-Rheims version is also available free on line.
