Question
Are we allowed to use blessed oil or is it seen as a sacrament only to be used by a priest?

Answer
The three Sacred Oils (Chrism, of the Catechumens, of the Sick) are used only by the priest in the associated Sacraments.  There are other oils, called of the Saints, associated with the cultus of certain Saints, that are not used in the Sacraments and may be used by the faithful.
