I just don't think I completely understand your question, as much as I want to try to place it in a context and occasion.  I am sorry, and apologize for that.
I suppose that an "official" document from a Bishop would likely be done on a particular stationary, and would bear the stamp of a seal, along with the Bishop's signature.
I don't know who "they" would be who ask for something...
