Catholics/Friday abstinence

Question
Why didn't Spain have to abstain from meat on Fridays?

Answer
Bill,
Thanks for your question.  I would direct you to read this webpage:

Apparently, dioceses in Spain decided in 1986 to still abstain from meat on Friday during Lent, but opened up the other Sundays to Spanish appetites for meat. The reason is not clear to me.

I hope that helps answer your question.
God bless,
Charlie
