Mr. Sal,
I am writing a paper on teh catholic church and was wondering the time when Jesus theoredically gave the keys to peter?

Dear Chris:
Since Peter was the first pope and the pope is the vicar of Christ, Peter would only be able to exercise his authority after Jesus ascended to heaven. So I would say it was after Jesus' Ascension that Peter received the keys to the kingdom of heaven.
