Question
My 1 yr old neutered cat is peeing and pooping on my things even tho he has a clean litter box.  We just recently moved into a new room and our female cat just had kittens.  Before those two things occurred, he always used the litter box.

Answer
Hi Valerie,

First I would get him checked by the vet to make sure he doesn't have a medical problem. If he doesn't then it is a behavior problem that hopefully can be fixed. You need to get a good enzymatic cat urine cleaner. I use this stuff but there are other different types out there. http://www.simplesolution.com/products_us/so_remover.html
You need to use this wherever he went. This will take away any temptation to go back and reuse that area.

Next get some of this.

PetSmart carries it. Try using it. You will also need to use positive reinforcement with him. When he uses the litter box praise him and pet him.

He is stressed out with the move and all the commotion of the kittens. You would be best to move him to a quiet room and give him lots of attention. You might also want to get something called Feliway Comfort Zone. This mimics a cat's happy pheromones. And you can also talk to your vet about giving him Valium until things settle down in your house. He will be fine. He just needs a little time and TLC to get back to normal. Good luck.
