Answer
Sam,

I am sorry to be getting to this so late.  If the kitten is not spayed, she may be coming into heat and needs to be spayed.  If she is spayed then she could have a medical problem like urinary tract infection or intestinal parasites or the like.

If she is spayed and there is no medical cause, then the problem is behavioral.  This could be anything from changing the brand or type of litter, or her getting confused in the house (rescues are usually confined to cages by the local centers and can easily get disoriented and confused when allowed to roam.

Sometimes confining the kitten to a crate with a litter pan until she is doing her business in the right place may be all she needs.  Also, if you can close your sister's bedroom door, this may help.

Please let me know what you find.

Best regards... Norm.
