QUESTION: my spouse is migrating to the cayman islands where he was offered a job. can i come with him even though he is the one being offered a work permit?

You can, as long as you have been listed as a dependent on his work permit application.  Note that this will only allow you to stay in the island - if you wanted to work, then you would need your own woek permit.

QUESTION: am i eligible for a job with the Government information service though i am not a caymanian?

Answer
When Government usually advertised, they have to check that there are no Caymanians that can fulfill the role.  After that, they will go to the open market to try to fill the post.

Note that at the end of last year, there was a moratorium on government recruitment for most positions because of the downturn in the economy - I haven't seen anything to say that it has been lifted.
