Question
Hi, you have a great site,I been resident for 9 years in the
past when I was a kid now I live in USA and just go to Cayman
as a tourist ,been resident before will count to get the
resident permit again now?

Reading the information at http://www.immigration.gov.ky/portal/page?_pageid=1608,2524657&_dad=portal&_sche... seems to indicate that you should actually be resident (and probably working) at the time of the application.  However, if you were actually born in Cayman (and have the birth certificate to rpove it) I think there may be a chance.
